$9.7B approved for National Flood Insurance Program for Sandy ...

WASHINGTON, D.C.???After a delay from Congress on the passage of emergency funding for Hurricane Sandy recovery, the House of Representatives approved $9.7 billion for the National Flood Insurance Program in a 354 to 67 vote Friday, Jan. 4.

U.S. Rep. Frank A. LoBiondo (NJ-02) applauded the passage of the first of two bills encompassing the full $60 billion emergency supplemental funding requested by New Jersey-New York-Connecticut to rebuild in the aftermath of Hurricane Sandy.

The Federal Emergency Management Agency notified Congress on Wednesday, Jan. 3 that the NFIP was expected to run out of money to pay for more than 100,000 outstanding claims by next week.

?Today?s vote is a key step in getting critical federal assistance to the residents, businesses and communities devastated by Hurricane Sandy. This week?s events make it clear that the need for help is real and that any additional delays in providing federal aid will be met with fierce resistance from myself, members of the delegation, and Governor Christie. I hope my colleagues recognize politics has no place when dealing with a disaster and that the overwhelming bipartisan support demonstrated today is present as the remaining federal aid is considered,? LoBiondo said.

Earlier this week, House Speaker John Boehner (OH-08) and Majority Leader Eric Cantor (VA-07) granted LoBiondo and members of the New Jersey and New York delegations two votes in the House on the emergency supplemental after failing to take up the measure in the final days of the 112th?Congress.

The second vote, scheduled for Jan. 15,?will include the remaining $50.3 billion of the $60 billion request.

As crafted by LoBiondo and his colleagues, the House package will still strip out the extraneous spending directed to states not affected by the storm. It will then be sent to the Senate for their approval.

New study documents the natural relationship between CO2 concentrations and sea level

By comparing reconstructions of atmospheric CO2 concentrations and sea level over the past 40 million years, researchers based at the National Oceanography Centre, Southampton have found that greenhouse gas concentrations similar to the present (almost 400 parts per million) were systematically associated with sea levels at least nine metres above current levels.

The study determined the 'natural equilibrium' sea level for CO2 concentrations ranging between ice-age values of 180 parts per million and ice-free values of more than 1,000 parts per million.

It takes many centuries for such an equilibrium to be reached, therefore whilst the study does not predict any sea level value for the coming century, it does illustrate what sea level might be expected if climate were stabilized at a certain CO2 level for several centuries.

Lead author Dr Gavin Foster, from Ocean and Earth Science at the University of Southampton which is based at the centre, said, "A specific case of interest is one in which CO2 levels are kept at 400 to 450 parts per million, because that is the requirement for the often mentioned target of a maximum of two degrees global warming."

The researchers compiled more than two thousand pairs of CO2 and sea level data points, spanning critical periods within the last 40 million years. Some of these had climates warmer than present, some similar, and some colder. They also included periods during which global temperatures were increasing, as well as periods during which temperatures were decreasing.

"This way, we cover a wide variety of climate states, which puts us in the best position to detect systematic relationships and to have the potential for looking at future climate developments," said co-author Professor Eelco Rohling, also from Ocean and Earth Science at the University of Southampton.

The researchers found that the natural relationship displays a strong rise in sea level for CO2 increase from 180 to 400 parts per million, peaking at CO2 levels close to present-day values, with sea level at 24 +7/-15 metres above the present, at 68 per cent confidence limits.

"This strong relationship reflects the climatic sensitivity of the great ice sheets of the ice ages," said Dr Foster. "It continues above the present level because of the apparently similar sensitivity of the Greenland and West Antarctic ice sheets, plus possibly some coastal parts of East Antarctica."

According to the study, sea level stays more or less constant for CO2 changes between 400 and 650 parts per million and it is only for CO2 levels above 650 parts per million that the researchers again saw a strong sea level response for a given CO2 change.

"This trend reflects the behaviour of the large East Antarctic ice sheet in response to climate changes at these very high CO2 levels. An ice-free planet, with sea level 65 metres above the present, occurred in the past when CO2 levels were around 1200 parts per million."

Professor Rohling said, "Sea level rises to these high values will take many centuries, or even millennia, but the implications from the geological record are clear ? for a future climate with maximum warming of about two degrees Centigrade, that is with CO2 stabilized at 400 to 450 parts per million, sea level is set to steadily rise for many centuries, towards its natural equilibrium position at around 24 +7/-15 metres, at 68 per cent confidence. In Intergovernmental Panel on Climate Change terms, this is a likely rise of at least nine metres above the present. Previous research indicates that such rises above present sea level may occur at rates of roughly one metre per century."

Based on these results, which document how the Earth system has operated in the past, future stabilization of CO2 at 400-450 parts per million is unlikely to be sufficient to avoid a significant steady long-term sea level rise.

Obama signs $633B defense bill

HONOLULU (AP) -- President Barack Obama signed a $633 billion defense bill for next year despite serious concerns about the limits Congress imposed on his handling of terror suspects and lawmakers' unwillingness to back the cost-saving retirement of aging ships and aircraft.

Obama had threatened to veto the measure because of a number of concerns, but relented because he couldn't pick and choose specific sections. However, in a statement, the president spelled out his concerns about restrictions on his ability to carry out his constitutional duties as commander in chief.

Specifically, he complained that the bill limits the military's authority to transfer third-country nationals being held at a detention facility in Parwan, Afghanistan. He also took issue with restrictions on his authority to transfer terror suspects from the U.S. military prison at Guantanamo Bay, Cuba.

"Decisions regarding the disposition of detainees captured on foreign battlefields have traditionally been based upon the judgment of experienced military commanders and national security professionals without unwarranted interference by members of Congress," Obama wrote.

He said the section of the bill related to detainees in Afghanistan "threatens to upend that tradition, and could interfere with my ability as commander in chief to make time-sensitive determinations about the appropriate disposition of detainees in an active area of hostilities."

Obama promised when he took office four years ago to close the prison at Guantanamo, but congressional opposition from Republicans and some Democrats have prevented him from fulfilling that vow. The law limits his authority to transfer terror suspects to foreign countries or move them to the United States.

Obama insisted that he still believes that Guantanamo should be shuttered because operating the facility "weakens our national security by wasting resources, damaging our relationships with key allies and strengthening our enemies."

The president said his administration will interpret the bill's provisions and if they violate the constitutional separation of power, he will implement them in a way to avoid that conflict.

The law puts off the retirement of some ships and aircraft, and Obama warned that the move could force reductions in the overall size of the military as the Defense Department faces cuts in projected spending.

The law includes cuts in defense spending that the president and congressional Republicans agreed to in August 2011, along with the end of the war in Iraq and the drawdown of American forces in Afghanistan. And it would authorize $528 billion for the Defense Department's base budget, $17 billion for defense and nuclear programs in the Energy Department and $88.5 billion for the war in Afghanistan.

The measure is about $29 billion under the current level, largely due to smaller amounts for Iraq and Afghanistan.

The measure tightens penalties on Iran to thwart its nuclear ambitions and bulk up security at diplomatic missions worldwide after the deadly Sept. 11 raid in Libya.

As suicides among active-duty soldiers have accelerated, the bill also allows a commander officer or health professional to ask if a member of the services owns a firearm if they consider the individual at risk for either suicide or hurting others.

The bill includes a Senate-passed provision sponsored by Sen. Jeanne Shaheen, D-N.H., that expands health insurance coverage for military women and their dependents who decide to have abortions in cases of rape and incest. Previously, health coverage applied only to abortions in cases where the life of the mother was endangered.

The measure includes a 1.7 percent pay raise for military personnel.

The legislated sanctions would hit Iran's energy, shipping and shipbuilding sectors as well as Iran's ports, blacklisting them as "entities of proliferation concern." The bill would impose penalties on anyone caught supplying precious metals to Iran, and sanctions on Iranian broadcasting.

Customer service is absolutely essential for businesses, especially small ones. If they have any hope of surviving they have to get customers to come and stay. Great service is the key to that.

More and more small businesses are looking to build a strong online presence, which brings a whole array of new challenges. Remote or digital customers have the same expectations of service as anybody else, and it's essential that small businesses know how to deliver.

We spoke to Mikkel Svane, the CEO of Zendesk, the leading provider of cloud based customer service software, on the role of technology in customer service and what he's learned while building his business

How has customer service changed ?in recent years??
When we set out to build Zendesk (in 2007), the world of customer service was very different. There wasn't the same level of attention the same amount of focus on customer service as something essential for your long term customer relationships.

It was very much a cost set up ?it was all about how could you pay less for customer service.?It was something you kind of needed but the less you spent ?on it the better.?It?s all wasn't engaging with the customer and I think, and that in many ways was all background for our growth, we simply wanted to create a product was beautiful that was simple and then enabled anybody to really focus on the customer.

We talk about how its a subscription economy now. Businesses are changing their revenue models from being very transaction based to being much more about buying over time or a subscription. Revenue from customers, its not about per-transaction numbers, it's about the lifetime numbers. To nourish that relationship, customer service is such an essential part. That?s another kind of big trend that has defined this industry or that has helped us tremendously.?

How does a focus on customer service inform your management and leadership philosophy?

We use some of the same principles in building our company that we do in our product, trying to remove the exotic, trying to remove all of the friction in the business processes so its easy to engage and communicate. We try to have a simple elegant structure in our company and product.

We?ve tried to live up to great customer service for some time because we try to reflect it in the product. We tell our customers about it, and we try to live up to it ourselves. In all relationships ?between people, and I think that a customer service relationship is very much a person to person relationship, It?s all about trust and it?s all about talking to each other at eye level, being open transparent, being honest. I think that we try very much to live up to these standards ourselves and in our business.

It's where the name Zendesk itself came from. I always compare it to that feeling that when you clean up your desk. You have all these piles of papers and unpaid bills and statements from the school and your insurance company and all these different things and they just stop to pile on your desk. You remember most of it, but you there are some urgent things in there. It's that feeling and sitting down and organizing all these things and dealing with all the things that need to be dealt with urgently, archiving all the other things and put a together a to-do list of all the things you still need to do. The kind of peace of mind that comes with that, we try to reflect that in the work of Zendesk. ?

Those are the values that we have in our company and also in our product.

What's something you wish you knew back in 2007 when you started out?

I think that most of our customers have realized that customer service is really really hard. It?s hard to put together relationships when customers are in a lot of different regions and countries and time zones. You have treat each of them respectfully and try to make the best out of any situation.

All of these different things are really really tough and it's not something you can go out and learn like studying for an exam.

I like to compare it to starting running. For most people it?s not super pleasant getting up at 6am in the morning in the rain and running for 10 kilometers. It?s not the most pleasant thing ?but once you get into it, once you get into the rhythm, and start kind of enjoying it, you kind of get addicted to it and it becomes part of your DNA. You understand how it makes you better, how it helps your body and your soul, and I think that customer service is also something that is really tough and really complicated. But by getting up every morning and embracing your customer relationships, I think you could build a culture where you understand and appreciate the value of spending time with your customers.

How do you succeed in a difficult business environment?

Even though the company?s only five years old, I think we?ve seen enough world crises to realize that things go up and then things go down. You know, after autumn comes summer and the business finally has its season.

I think that new companies like ours are and much more agile, much more flexible in terms of dealing with the new economy. There are so many good technologies out there. Building an infrastructure in the cloud, pulling that new generation API and your business application to your browser or mobile device, it?s relatively cheap and to do that today and you can work with an organic workforce spread across the continent and across the world. I think it has never been a better time to build this kind of company.

You?re a company that focuses its business on customer service I?m curious about whether you apply those lessons to your own clients?

I thinks that's critical. We don't go out and preach, we don't out to our customers and say, "this is how you should do customer service." But we try to give them tools and an enable them to take their customer service to a totally different level. When you bring technology into your house, a home entertainment system or something like that, good technology enables you not to spend time on the technology, but on the actual experience. We just try to make it really easy for our customers to focus on their customers.

(AP) ? Venezuela's opposition demanded that the government reveal specifics of President Hugo Chavez's condition Wednesday, criticizing secrecy surrounding the ailing leader's health more than three weeks after his cancer surgery in Cuba.

Opposition coalition leader Ramon Guillermo Aveledo said at a news conference that the information provided by government officials "continues to be insufficient."

Chavez has not been seen or heard from since the Dec. 11 operation, and Vice President Nicolas Maduro on Tuesday said the president's condition remained "delicate" due to complications from a respiratory infection.

Maduro also urged Venezuelans to ignore rumors about Chavez's condition.

Aveledo said the opposition has been respectful during Chavez's illness, arguing that "the secrecy is the source of the rumors."

"They should tell the truth," Aveledo said, noting that Maduro had pledged to provide full reports about Chavez's condition. He reiterated the opposition's call for the government to release a medical report and said all indications are that Chavez won't be able to be sworn in to begin a new term Jan. 10.

If Chavez can't take office on that date, Aveledo said the constitution is clear that the National Assembly president should then take over temporarily until a new election is held. He said what happens next in Venezuela should be guided by "the truth and the constitution."

If Chavez dies or is unable to continue in office, the Venezuelan Constitution says a new election should be held within 30 days.

With rumors swirling that Chavez had taken a turn for the worse, Maduro said on Tuesday that he had met with the president twice, had spoken with him and would return to Caracas on Wednesday.

"He's totally conscious of the complexity of his post-operative state and he expressly asked us ... to keep the nation informed always, always with the truth, as hard as it may be in certain circumstances," Maduro said in the prerecorded interview in Havana, which was broadcast Tuesday night by the Caracas-based television network Telesur.

Both supporters and opponents of Chavez have been on edge in the past week amid shifting signals from the government about the president's health. Officials have reported a series of ups and downs in his recovery ? the most recent, on Sunday, announcing that he faced the new complications from a respiratory infection.

Maduro did not provide any new details about Chavez's complications during Tuesday's interview. But he joined other Chavez allies in urging Venezuelans to ignore gossip, saying rumors were being spread due to "the hatred of the enemies of Venezuela."

He didn't refer to any rumors in particular, though one circulating online had described Chavez as being in a coma.

Maduro said Chavez faces "a complex and delicate situation." But Maduro also said that when he talked with the president and looked at his face, he seemed to have "the same strength as always."

"All the time we've been hoping for his positive evolution. Sometimes he has had light improvements, sometimes stationary situations," he said.

Maduro's remarks about the president came at the end of an interview in which he praised Cuba's government effusively and touched on what he called the long-term strength of Chavez's socialist Bolivarian Revolution movement. He mentioned that former Cuban President Fidel Castro had visited the hospital where Chavez was treated.

In Washington, the U.S. State Department said procedures under the Venezuelan Constitution should be followed if Chavez is no longer able to carry out his duties as president.

"We want to see any transition take place in a manner that is consistent with the Venezuelan Constitution, that any election be fully transparent, democratic, free and fair," State Department spokeswoman Victoria Nuland told reporters on Wednesday.

Asked if Chavez being out of the picture would make it easier to improve long-strained ties between Venezuela and the U.S., Nuland said, "Obviously we will judge our ability to improve our relationship with Venezuela based on steps they are able to take."

The U.S. Embassy in Caracas has been without an ambassador since July 2010. Chavez rejected the U.S. nominee for ambassador, accusing him of making disrespectful remarks about Venezuela's government. That led Washington to revoke the visa of the Venezuelan ambassador.

But recently U.S. and Venezuelan diplomats began high-level conversations aimed at improving relations, a U.S. government official said. The official spoke on condition of anonymity because he wasn't authorized to speak publicly about the matter.

The official confirmed recent reports that Roberta Jacobson, assistant secretary of state for Western Hemisphere affairs, spoke by telephone with Maduro in November and discussed ways of improving relations. He also confirmed that U.S. diplomat Kevin Whitaker had a subsequent conversation with Roy Chaderton, Venezuela's ambassador to the Organization of American States.

Venezuelan diplomats could not be reached to comment about those recent contacts with U.S. officials.

In Bolivia, meanwhile, President Evo Morales said he is concerned about his friend and ally.

"I hope we can see him soon," Morales said at a news conference Wednesday. "But it's a very worrying situation."

Before his operation, Chavez acknowledged he faced risks and designated Maduro as his successor, telling supporters they should vote for the vice president if a new presidential election was necessary.

Maduro didn't discuss the upcoming inauguration plans, saying only that he is hopeful Chavez will improve.

"Someone asked me yesterday by text message: How is the president? And I said, 'With giant strength,'" Maduro said. He recalled taking Chavez by the hand: "He squeezed me with gigantic strength as we talked."
